Vinyl Wrap Over Chipped Paint

The only real concern i know of with painting over vinyl is the potential for bubbling or warping issues with the vinyl transferring through the painted surface. Like i said though if the vinyl has held up well for a good amount of time i can t foresee any of those issues happening easily. Like the title says i just want to fill level a bunch of rock chips on my hood prior to applying a vinyl hood wrap. If you try to apply a vinyl vehicle wrap over peeling paint it may not stick. Painting over the wrap wouldn t be advisable since the vynil moves alot more than the paint. Just wanted to know easiest and cheapest solution to keep the rust out and the paint underneath the wrap level. Furthermore if your paint is weak such as a failing clear coat it might not resist when the time comes to peel the wrap off.
